The real question is why wasn't it in the manifesto? There are several possibilities: 1) They don't support it 2) It isn't a priority 3) They think it isn't feasable, and can't promise to deliver it. 4) They forgot I can't really see how any of those excuses can be seen positively - it reflects that while John Leech may be supportive of the Metrolink, his party isn't.
