Peter, depends on your definition of "ill". No matter the crime, I don't think shooting/killing the criminal is the answer. The death penality is not a deterrent, nor does it set a good example to the youth of today. However, I am unsure if some people can ever be rehabilitated. I don't have a real answer, we can't keep filling up prisons/secure hospitals, yet community probation orders etc are not the answer either.
