what really needs to be done is effective rehabilitation.
this country is really stupid. it more or less guarantees that most offenders will re-offend by not spending the time and money to breaking the cycle and helping them to go straight.
if youre some twentysomething black kid with crap education, a couple of convictions for robbery or drugs, what chance have you got? Youre written off before you start, so you do crime because that's the only way you can get anywhere.
